btw its identical for me.. with controller it works flawlessly.. with mouse it stutters like hell and skips frames like hell.. even on constant 60fps it skips frames like hell but if it goes below 60fps it starts getting unplayable.. even on 50-55fps due to the heavy frameskipping -.-
This is an old video I came across and it worked for me. Might not work for everyone but its worth giving a shot.
already tried it last month when i bought it.. my mouse is always running @125hz polling rate though because heroes of might and magic 6 didn't work with more :D i just kept that.. still tried 250,500 and 1000 polling rates and it didn't change anything.. neither made it better nor worse
when i changed it to 100% or less it lags again...
Go to Control Settings in the game and look for Mouse Smoothing.
My mouse smoothing was at 5% and I thought, heck, why not? Pushed it to 100%, so far zero problems and my mouse works perfectly, it's a Bloody V3.

for me this problem only occurring when my CPU usage goes up to 100% and input latency started to rise
solution:
1. start division game
2.Open Task Manager > select tab: Details > TheDivision.exe > Set Priority > Below Normal
3. go back to your game and hope it is fixed
4. you gotta do these step every times you start a game

and I notify my solution becuz original solution fixed my issue but will cause you even more CPU bound (less frame rate)

This worked for me. In short, set the mouse reporting rate in Logitech Gaming Software to 125 solved everything for me. I have this issue in Fortnite too, I guess it's the same problem.
the mouse laggin born from the CPU... so the lag is because the CPU is overload.... so put some settings that consume a lot of CPU on low like the dinstance of processing and the interaction with the enviorment
