did you activate the game through that account ?
if you just linked the wrong steam account with the uplay you can try the below solution. if you activated the steam version of the game through the wrong uplay account you will need to contact ubisoft I think.
Unlinking a console or service from your Ubisoft Account
To unlink a console, Facebook, or Steam from your Ubisoft Account, simply visit the Account Management section of the Uplay website: https://account-uplay.ubi.com
Navigate to the Account Information tab, and you will see Linked Accounts at the bottom of the page. Next, click the Unlink button under the platform you wish to unlink from your Ubisoft Account.
After clicking Unlink, a pop-up window will appear to confirm the platform has been unlinked.

Once you confirm with YES, you will have unlinked your Ubisoft Account from that console or service.
if you dont have uplay downloaded and installed then yes, open opera and go to the bisoft website and download uplay, then install and create an account.
