I hit level 30 so everything on the map jumped to match me.
I enjoy a challenge sometimes but not ALWAYS.
OP...leave the area. Go grind your way to about level 6 and go back.
Understand what some (doesnt need to know all) of the stats mean, and that armor really is important.. You'll quickly realize that even if you try to specialize into firearms or electronics, you'll still need a decent amount of damage mitigation.
As for the cover system, ya, it can be a lil finicky, especially if you're encountering lag or framerate drops.
watch out for these guys in game. they will show up as purple targets that think they are elite, but they will fall pretty easy.
If I don't use the cover mechanic properly, they're still deadly.
To me thats great.
Making NPC's my level a real challenge.
If you don't like a challenging combat game, maybe tetris, or bubble pop is on steam sale now.
Warning: Tetris and Bubble Pop will get challenging as you go deeper in them as well.

Or you could try playing with some lint.
It's not COD, the simplest way to explain how to play it is 'keep your distance, use cover, don't get flanked'
Dying? Run away and regroup/use a med kit.
Enemy too tough? Work on your guns and mods or group up.
This is a single player game and there is nothing wrong with a story only/easy mode for a single player game.
What's really sad is you kids crying when someone doesn't like something you like.

And I played it from start to finish solo. That's called single player.
Granted,it does have a limited/broken co-op but it is definitely a single player game.
