Best setup WITHOUT classified gear?

So everyone always makes videos and posts showing the best gear builds with classified gear. I am sure that is true; however, there are lots of players that don't have the time to farm a classified set (especially when you need the RNG to be nice) and you need 6 pieces to a set.

Now I am sure this will be be a highly subjective topic given some will have their favorite builds, but I will still ask.

I would love to hear players opinions on what build/set is best for PvE (like the WSP) without having access to classified gear sets.

Anyone else have ideas? I am currently using a Tactician skill build using seeker mines. It isn't bad but I am curious on experimenting another build for grinding classified gear sets.

I'm testing out a 3 Hunter's Faith, 2 Nomad with Ninja backpack build right now, stacking as much HS damage as I can onto a bolt action.

I have had great fun using lone star gear.
Patch 1.8 made lmg's better and lone star gives you extra ammo, bonus damage and instant reload when switching weapons.

Ive been running 2x Tac, 2x Banshee, Ninja Bike and Vigorous Chest for solo pvp but it translates extremely well to pve also.

Alot of mods into firearms and electronics with a current 42-45% skill haste.

With the boost to stam its just boosted my toughness into the mid 300k.
