Why srs is so underpowered comparing to m700 carbon?

The SRS being so weak compared to other MMRs has bothered me since day one. It doesn't begin to drop as loot until higher levels, yet statwise it's outclassed by MMRs that you find from the very start.

Honestly, I feel that all Bolt action rifles should be the same in damage. The only thing that should be different is the mods you can put on them. Like the hunting rifle, only scope and muzzle slots. So on and so fourth,

So, doing a little research into the matter (because why not), I found that the SRS is in fact the Desert Tech Stealth Recon Scout (SRS) Covert (16in barrel), and unlike the normal SRS it fires only the lower caliber rounds (.243 Winchester) due to it's short lenght. The M700, which is the Remington M700 Carbon (Likely Police due to the style and magazine) fires not only the .243mm, but also 7mm Remington Magnum, .300 Winchester Magnum, .300 Remington Ultra Magnum, and the .338 Lapua Magnum rounds.

I don't think this is a case of it being new (The M700 Series has been in production since the 1960s), I think it's a matter of powder load and stopping power.

Your screenshot is probably from patch 1.7 which didn't have optimization. Its possible the SRS isnt as optimized as the M700.
