Last Stand matchmaking

Does the game always wait for a full 16 players? I just want to play one round of it to clear it from my list of things I need to do, I hate seeing locked content in the base. So far though, I've just sat in matchmaking until the game hardlocked.

Of all the times I've queued for it recently it's been either entirely empty (literally only me in the queue) or it's gotten about halfway full then nobody else comes and everyone leaves.

Ironically, I'm pretty sure there's a couple of private groups that still plays it. If they were to remove those from the game, except for the fact that most if not everyone paid for them as DLC, some would also compain that they were still playing it.
(In such a thing, we would see the raise of a small amount of people who were magically playing it on their side complaining how the "inhabitated" modes would have been removed.)

Yeah I'm not talking about the GE. It's all the time. Same goes for Survival and Underground.

Heres a secret people dont know, instead of constantly backing out and rejoining. Sit, wait, contimplate. Once a game ends, Wuh-luh, your game will start. I wish i got paid for every kid I see keep backing out and Joining just to miss the other game ending and everyone getting placed in your lobby and he/she missed out

Yeah I'm not talking about the GE. It's all the time. Same goes for Survival and Underground.

Also with underground, its near impossible to use match make for the fact theres so many different objectives you can have to alter the match making search. Instead of MM of Undergorund go in the hub, click escape, click group mangment, and start adding everyone to your group. Or just start typing in chat, L4G underground.
Edit: Kept saying survival, I meant underground. If you want to group in survival, make friends or youre just gonna have to run it solo
