High Value Targets give a decent amount of phoenix credits at the higher levels, so do legendary missions.

Or if you have a lot of regular cash you can buy a lot of basic sealed caches and get Phoenix credits from opening them.

I mean, the Liberator is not the best AR. LVOA-C, MDR, Bullfrog, LWM4, are all very good ARs. As for PxCs, grind some missions, maybe do a few incursions, legendary missions, get exotic caches to get free exotics, etc.

HVT's and the all world bosses tour - Loot, Sell, Buy Caches (400,000 credits/cache, approx. 11 caches opened for 200 phoenix). The Last Stand matches drop a lot of caches too.
