Outside Dark Zone I prefer Firecrest and D3FNC for PvE. In Dark Zone I prefer to use Dead Eye and Strikers.
Some other people also prefer Tacticians Authority and Sentrys Call. For tougher missions one Reclaimer in the group is recommended.
In short you need to decide whether you want to make a firepower based setup for which Dead Eye is good or skill power for which Tacticians is good or a balanced one which I prefer to use for Firecrest and D3FNC. I also use the Barrets bullet proof vest.
For weapons I prefer those which have higher per bullet damage along with decent rate of fire. G36 is my favorite assault rifle, PP 19 for SMG. For long range headshots Hunting M44 sniper and for Dead Eye Custom M44.
Other people also use M4 and Urban MDR for assault rifle, MP5 and MP7 for SMG. For long range M700 Carbon is also a good option.
Skill damage dealer, Firecrest with MDR
Skill healer, Tactician.
Play with different combos until you find what you like.

Biggest concern for me is running out of ammo, use gear or skill to help sort that out. (while doing challenging stuff solo)
Like the guy above said Firecrest comes in handy, i enjoy using flame turrets for many reasons, but in harder missions/difficulty the enemy will likely hack turret which can render the build not as useful BUt if only doing hard or normal stuff it shouldt be an issue. You can always swap in and out if facing enemies prone to do that (hack your stuff).
Survival is critical when doing challenging or even some hard activities so focus on stuff that will help your health regen and damage intake including guns that will "steal" hp upon kill etc
My best solo build so far good for both, PvE and PvP, is H-E based and came from experience and hundreds tweaks:
Firearms 7000 (Primary DPS 332,949) / Stamina 4901 (Toughness 354,364) / Electronics 3044 (Skill Power 94,337)
Gear set with 5 talents:
* H-E Spec-ops armor (Rapid)
* H-E Operator mask (Rejuvenated)
* GS Sentry's Call knee pads
* GS Striker's pack
* Exotic Skulls MC gloves
* H-E Spec-ops holster (Sturdy)
Mitigation: 31.9% (36.68% in cover)
Skills: Immunize, Survivor Link, Booster Shot.
Talents: On the Move, Tech Support, Precision, Critical Save.
The key of my synergetic build consist of powerful and very accurate weapons, eg. (898 RPM EAD 44% DtE 26%) Lightweight M4 (Destructive, Responsive, Predatory; sniping with this weapon is cool and appears better than Tenebrae), fast skills cooldown and continuously huge on-the-fly health regeneration (including the fourth bar extra health) based mainly on health on kill; all of these working together. For example, only the predatory weapon talent works better than the 3 Gear Set Nomad talents.
I can easy melt very fast all the world bosses with 1 clip of 66 rounds, accomplish the HVT 1, 2, 3 missions and solo cleaning the DZ landmarks. For the "dancing-around" and the hip fire style in PvP close encounter, I am still a noob but I use the muzzle compensator mod, good for fast aiming with the fire of the weapon.
You can get a lot of information by watching YouTube videos in terms of how to use these multiple combinations effectively.
IMHO, learning from experience is the best way. Test all weapons and stuff (gear, tactics, mods, ...). The best builds are the synergetic builds, where the parts work together for better results. Many video tutorials are expired because they talk about the old patches of this game. Stuff and math changed from one patch to another. The upcoming patch 1.7 will put people on work again to update their builds.
