Exotic and high end gear have around the same stats, but exotic gear also gives an extra ability. If you want to run a high end build, HE's plus exotics are the way to go.

Exotic Gear:

Barrett's Bulletproof Vest
Increase skill power by 10% when no skills are on cooldown.
Increase damage by 5% when one skill is on cooldown.
Increase armor by 10% when both skills are on cooldown.
