How do you add friends in-game?

I bought the game on uplay and I wish that there is a way to add this game to my steam account. I am not talking about adding the application in the "add non steam game" option. I meet so many guys and we do missions in game but then I can't add them! I wish I can review this game here and give this game a thumb up or even two! Because this game deserves more than its current review stat.

actually you can add them on uplay, it should show you list of recently played together in "Friends suggestion"

Difficult to find people free roaming usually they are already in groups. Also most ppl are high lvl and I'm new to this game
