But as far as how "friendly" the DZ is, the answer to that is the same for all levels - it all depends on how nice the other people are that you come across. I, thankfully, never had an issue with running into other people in the DZ until I got to level 29, and was farming DZ currency so I could buy stuff as soon as I hit level 30.
It's not a part of the game I love, since I prefer to be a stand-up guy and 'team player', but that very uncertainty is something you accept by entering the Dark Zone.
Keep an eye out for single players who "challange" you. Mostly they're not alone; they just want you to go rogue so him and his friends can go after you.
Make sure you have a strong build if going into the DZ or go with a good team.
