Can't buy Premium Credits? Anywhere? Not in game or out of game?
So, you've tried to get them ingame. Didn't work?
Went into Steam and didn't see any options in the DLC?
Went directly to Uplay Store and still nothing?

According to Ubisoft's own support representatives, it's YOUR fault. Somehow.

That's right. Not Steam's, not Uplay Shop's, not inside Division's fault.

Yours.

Because MSCONFIG and port forwarding and stuff.

Nevermind that you can see every OTHER division-related product (from DLC's to the main game to ♥♥♥♥♥♥♥ real life clothing items) being sold.

It's because you didn't forward a port. Didn't clear a cookie. Didn't ♥♥♥♥ up MSCONFIG.

What follows is a copy paste chat that lasted too damned long with me trying to get across to a CS Rep that Ubi's product wasn't being sold, ANYWHERE. Not even Google searches could pull up a "buy this premium credits here" website for PC.

They are different platforms that bypass an issue within the game. I don't have an infinite load issue on Steam or Uplay. You should not encourage this microtransaction ♥♥♥♥♥♥♥♥ in purchased games. Especially from Ubisoft.

I couldn't buy them until I enabled steam and uplay overlay. I've only bought them once and wouldn't buy them again, uplay are on a good money spinner with them as you dont get much for what they charge.

I had to disable steam & uplay overlays. After that, it all went into the browser - and it appears the hangup was I needed to login to steam again.

For those who gets messages like there's nothing to buy on where whould have division credits to get, UBI support didn't helped me much with their step-by-step, but I've noticed this:
at any place of the game, press Shift+F2 and go to store on the left side of screen. You will see the premium credits pack to get and I just bought mine with no problems. Funny that store in menu or in premium vendor still has nothing to buy.

I'm using Ubisoft Connection btw, so I'm not sure if this works the same way on Steam.
Hope I could help someone. This thread seemed not solved around forums I've been reading.

Me (3/11/2017, 4:28:05 AM): That's why I went around the game in the first place, directly to the Uplay and Steam stores. Those don't require a loading of anything. They are different platforms that bypass an issue within the game. I don't have an infinite load issue on Steam or Uplay. Im sorry to hear your having trouble. Your correct you can not buy credits from steam or on the uplay site directly. It is done in game only by clicking the PURCHASE / BUY then it redirects you with a web window where you pick the amount and fill in your payment info. Note: I just did it on both Division 1 & 2 to make sure there was no problems with it. As far as I can tell your problem is a firewall blocking the popup from the web page. check your settings and make sure you allow the game right to redirect you. If you need extra help pm me and I'll screen share to show you the correct settings.
pointless to use premium credits at this point

Your method worked, thanks! I know this is an old thread, but for anyone else like myself 5+ years later still trying to find a way to purchase premium credits and are unable to find a workaround.

You will need to ensure the Steam and Ubisoft overlays are enabled when you press Shfit+F2 in-game. The Ubisoft Store overlay hands off the transaction to the Steam overlay to complete the purchase. Then afterwards you'll obviously need to disable the Steam overlay again in the game's properties launch properties in your Steam Library if it causes crashes alt+tabbing.
