how does overheal work ?

i wanted to ask how does overheal work i have the mod vigorous on my body armor (grants overheal to all healing skills) but when i heal my group non of them get overheal i use the skill first aid with defibrillator mod, me on the other hand get over with all healing skills so i guess its just working for me the overheal ? but i saw people overhealing their teammates

Of course it will only work for you if you are the only one wearing that 'Vigorous' vest.
You can ask your team mates if they can switch to Vigorous.
