Sequencer?

I've had sequencer.exe in my loal files for quite a while now, but have absolutely no idea on how to use it - whenever I try it just returns the message 'Link Unavailable'. Some articles that reference it online mention the red line descending on the screen. This sounds very similar to what happens when you're traced and you have to quickly change your IP. How do I use the sequencer?

it's use will be unlocked after V tells you to use that

you need it to connect to the hacknet server, hacking it, deleting all backup files before it disconnects
