There's no very usefull information to help you ...
Which file did you try to decrypt ?
Once you obtain the Decypher.exe, you should be able to decrypt files simply by typing

 > Decypher.exe MyFile.dec_ 

and if the file is password protected you must enter the password

 > Decypher.exe MyFile.dec MyPasscode _

There are two variants to this one, so it depends where you are in the game. Read through your email that you got about the job in your mail server. It'll direct you to the right place.

It's in the CSEC asset server once the mission has started

Then go to that new server you found
Its in /Staff/A.Carey
