It is in a mission by the secret organization. The title of the mission is about decyphering.

!! SPOILERS !!

In a CSEC contract, you are given the link to the DEC Solutions web server. Hack it then scan the network. You will gain access to the DEC Solutions mainframe, where in a personnel folder, one of the personal folders has the Decypher.exe
