Report a translation problem
So I found out an answer and its a bit of a lengthy one.
You have to put your Async to 0 in your Config.ini and then download the high def files that you can find with the HD patch that is most recent. import the files and overwrite them and then run the program using windows XP compatibility pack 3. Finally Run the program from the actual Starfleet.exe. If you need to make a shortcut on the desktop of the original file but do *NOT* launch it from steam, only from the shortcut. This will ensure it runs at the perimeters you set, and not steam's perimeters. Now you can enjoy all of the game to its fullest extent!

To be honest, i only had to do the first bit ( Async to 0 in your Config.ini) to get it to work.
To do this , you only need to open the program files for this game in its folder, find the Config.ini file.
Open it and change the line reading
Async to 0
Save and close file and it all done.
Just make sure you are in the Star Trek files and the only thing that it will mess up is the game if you do something wrong, but as its not working already!?
The config.ini is a bit hard to see, so i will try to help:
Under the name it is a 'white box with a cog in it' and name 'sfc'
Type: Configuration settings
Size: 1KB
In the file the async is under the [Mouse] heading
