You start off with one free cell, you can get more as you go. As a general rule, you can only make a column if it would be possible to move each card individually. You can only make moves of the following types:
1) Card A moves from the bottom of one column to the bottom of another column, underneath card B. In this case, card B has a number value one higher than card A, and the opposite colour.
2) Card A moves from the bottom of one column to any open space.
3) Card A moves from the bottom of one column to a free cell.
Stacking is not allowed in a free cell, but is allowed on open spaces.

I am moving a stack of 3 cards to the empty spot on the left. I can do this, because i have 2 free spaces on the top.
Think of it as not actually moving the stack, but moving (in this case) 3 cards individually. You would move the first card in an open space, then the second card in an open space and then the third card (the highest one) in the destination spot. After that you could pick up the cards 1 and 2 and move them on card 3.
The moving of the stack just simplifies this.
So if you want to move a stack of three cards You need 2 additional empty spots.
