Get a Black Market identification chip. There are two main ways of finding one:

1. Destroy and loot T31 transports. These are outlaw freighters escorted by Zulu gunships, and they can appear as either friendly or enemy on the radar.

2. Trade some illegal goods at a Hotel. If you try using the restaurant while you have illegal goods, you'll encounter two brothers who want to buy some of them.
If you make the trade you'll usually get a black market ID, but there is a small chance the brothers are cops. In this case they'll fine you 1000 credits, or you get a game over if you can't pay the fine.

ive tried to do the hotel way, but cant seem to get it going right. ive got 16 reaper missiles and 35 fusion triggers

I've never tried to sell them military weapons, but they'll take bootleg starwars or drugs or whatever.

you can also (sometimes) loot black market IDs from those shuttles that fly between black market stations with the two escorts.

The T31s are generally a good income stream if there are a few in system, you can see them as they fly slowly in a triangular formation with a couple of flyers. They fly between jumpgates and various outlaw stations
