I agree with ratedx73 above that theme decks are the best value. However, if you already have a lot of the cards in the theme decks you may want to consider the story lines instead. You will get a decent amount of soul gems from theme decks if you have most of the cards already, but you can't craft the cards you can get from story lines.

2.Return to clockwork city campaign
3. Forgotten hero collection
4. Isles of madness campaign
5. Frostspark collection
6. Prince of madness collection (if I recall the name correctly, actually haven't bothered getting it myself tbh)
As for soul gems that really does just come down to personal preference, but I'd recommend first checking if there was any monthly reward cards you missed out on as soul summoning is the only way to get them
