"turn steam offline" is not the same as closing steam, it means "turn steam offline".
Read what I said properly. "appearing offline" means having steam settings set to offline as opposed to "Online", "Away", or "Busy". It does not mean closing steam.
Again, I set my status to offline, run a game, stare at the playtime, and it goes up. Problem?

EDIT: I've been using the Steam Beta client, so for the sake of this conversation, I reverted back to stable. I tested it again, and it still gives me playtime. Maybe Steam updated? Instead of arguing, why not go test it yourself? (Don't check your steam profile's game list, watch under the client's library tab.)
