Be warned: it has several jumpscares. It's a horror Point & Click game, but the closer you get to the end, the more it gets psychological.
2d, walking around an environment picking up several items, and using them in a puzzle, all wrapped up in a horror-package.

That's all I can think of right now but I'm sure there's more out there. Silent Hill Origins on PSP had an amazing "Downfall" set up to it, but in 3d. It was ♥♥♥♥♥♥♥ awesome when you're walking around a hospital trying to solve a puzzle with various clues and such. It was pretty much Downfall with better graphics. If only there was a game like Silent Hill puzzle-solving but without the zombie combat...I would love that so much.
Zombies, ghouls, creatures, monsters, whatever. My point was it has generic grunt-enemies that you have to fight in a basic combat system as you do the puzzles. Gets kind of boring at times.
On-Topic:
I remember the first Walking Dead game had some puzzles that were identical to Cat Lady/Downfall. Roam an area, grab items, find out how the items can interact with each other and the world space. Etc.
Judging by your comment, you haven't even touched Silent Hill
