Can't find Flagellants or Free Co. !

I'm playing as the Empire under Karl Franz for my first campaign, and I've been advised by one of the Steam guides to recruit Flagellants and Free Corps in the first few turns. Problem is, those units don't show as recruitment choices, even though I've built a T2 training field around turn five or so. What's going on here?

they are dlc, you can check the units available to you on building tab. You dont need them either, swordsmen and crossbows do a very similar job.
