Btw, the steam tanks are very rare anyway (in the lore) because their inventor died without writing down any blue prints and no-one ever managed to re-create the thing.
"All existing tanks were designed by the famed genius Tilean inventor Leonardo of Miragliano. After the inventor's death, the secrets of the Steam Tanks were lost with him and engineers have so far been unable to successfully construct any new ones. Only twelve tanks were built, all with varying configurations. Only eight Steam Tanks remain, the lost four having been destroyed during testing or in battle."
If the dawi decided to try and reverse-engineer a Steam Tank, it wouldn't be getting into even the prototype stage for another four or five centuries at least.
Really fast ones with say a anti armor/heavy/flamecannon main gun and a secondery armament of nice anti infantry goodies(flamers/torps) ooh yes. Maybe even get into making APC variants with turreted organ guns/pintel mounted torpedo weapons and hatches from which a embarked squad could fire from..
If they can't get a steam tank working to their exacting standards, they'll tear the whole thing down and start over. Now imagine that happening dozens of times with every single iteration of the design. And then for every prototype they build for field-testing. And then every single production model.
1. They don't have the tech, and any attempts by dwarfen empire engineers have failed
2. If they did it would still be in the testing phase for the next 300 years at the very least
3. It would do pretty much nothing for them since they do 99% of their fighting underground or in mountains
4. Most dwarfs don't like to be carried by anything except for other dwarfs
