Stuttering and overheating on MSI laptop...
I have a high end MSI GT76 Titan laptop with GeForce RTX 2080 with RAM up the gazoo and I'm getting stuttering even on low graphics settings. Plus the loud fan runs constantly . Anyone have any specific tips for this rig? It would be appreciated.

The funny thing is my old ASUS G750JHA with GeForce GTX 780M runs the game like a charm. So I'm using this 10 year old computer while the MSI which cost me $$$$ sits in the corner.

Download and run MSI Afterburner to check GPU and CPU temps under load. Most GPUs start to drop frequencies above 83°, which hits the overall performance by a significant degree.

Check your CPU temp too, 80° is not good, over 90° is dangerous. That may vary according to your CPU model(i suppose it's an i7)

As you said, your GPU is more than enough to play this game on any setting, even without running at full load. In my opinion, you're experiencing thermal throttling.

If you're over 80° while playing, return to MSI afterburner and set a more aggressive fan curve. Set the GPU fan on 100% at 70° to avoid thermal throttling, then, if possible, clean all the fans.
If you're still over 80°, the thermal paste is dry, and that's an issue, replace it.

If all the temps are ok, try upgrading your GPU driver.
