Hero Campaign Effects buff affects "local region," what is that?
I have a Necromancer hero in the Vampire campaign with the Advisor skill that gives an income boost from all buildings in the "local region."

Game defines Provinces and Settlements but didn't see anything about "local regions" so what area do the buffs affect? If they mean Provinces then that is what it should say instead.

Also, is there anywhere I can see that this buff is working correctly?

The Province is a collection of regions - the provincial capital plus associated settlements
Settlements usually refer to the town, whether provincial capital or regular town.

For all intents and purposes you can read 'local region' as 'settlement', it's the area around the town within it's map border. I assume they use the different notation simply because there are a few buffs and de-buffs (like movement range) that affect things outside of the town.
