Maybe this is due to the fact that the raid downgraded my settlement from lvl 2 to 1. But there's no repair option for that, either. I can only upgrade the settlement back to lv 2, with the standard currency and growth costs already paid before.
I also queued to upgrade the Winery last turn. It's still building, even though the settlement would be too low level to queue it now. Something tells me this isn't working as intended, due to one of these factors.

I gather settlements cannot be repaired if they lose a level via raid (the lv 1 barracks also disappeared, since construction space was lost, I guess). It's not game breaking. The next turn, the "must repair" messages on all the buildings in the building browser go away, and are replaced by standard "need construction slot" messages. The Winery/Orchard above the settlement lvl finished construction without any problem, which is a little odd.
I suppose the overall damaging effects of the raid are as intended, but it's just confusing on your turn afterward, when everything's telling you you need to repair, but there's no option to do so. All you can do is rebuild your settlement level (and any other lost building) to what it was before.
