If a enemy army is inside the city they'll have their own banner flying over this city if no army is in the city it'll just be the city without the factions banner flyin over it.
Still awful lucky they did not send another army to push you off the city or attempt to at least.
as the few times i've waited them out they started starving with 2 armies defending a city rather than an attack vs my forces
Warhunter that is a very reasonable explanation.
So to make it clear,if there is a proper besieged army with a banner general etc (meaning not garrison) they will eventually attack you rather dying from attrition unless they are clearly outnumberd and outgunned.
