As for stopping them . . . Greenskins lose fightiness by not fighting and by suffering defeats. Also, at least for players, they need 17 units to have a waagh.
All of this is based on 60 - 70 turns on a greenskin campaign on normal. A good chunk of my playtime has been given to said campaign.
You can beat anyone, even Chaos. As I said, barring rebellions, nothing should be randomly spawning (at least on normal). I believe the exception is Chaos. I've not interacted with them yet though, aside from running into their agents, so someone else would be better able to answer. But even there, I heard they're permanently beatable.
But yes . . . the orcs are quite beatable, as you can own their territory as dwarves (or you can raze it). Just keep wiping out their lands if they're that much of a problem and they should go away. Also, keep in mind that legendary lords can't be killed until their faction is wiped out. They can only be wounded, where they'll take several turns to recover (time to wait can be reduced). Key to note as well that I believe the AI in no shape or form cheats on normal. I don't have facts to back that up, but . . . I don't believe they do.
Of course, if orcs really are randomly spawning on normal, then it seems very likely you've ran into a bug. I'd report it.
I actually defeated Chaos when I took on Archaeon, Kholak and the one with wings in one battle and came out on top, then took out the Prince on the next turn. Got the actual message "Faction destroyed: Chaos warriors". It's been quite a while since I got that message and they haven't returned yet, but I'm trying to push up into the north just now in-case they do come back like another 100 or so turns later. So I'm not certain if they come back, and I'm taking measures in-case they do, but yeah, I did get the actual faction-destroyed message as opposed to the "Beaten back" Message I got in the first wave

What I'm interested in knowing, personally, is whether there are multiple Chaos factions. Afterall, I find it a bit odd the Chaos invasion starts quite a few turns in, whereas we play as Chaos from turn 1 onwards. And I've heard spoilers for you when you play as Chaos (just trying to avoid spoiling it for people who aren't far in). I suppose I'll find out soon in my greenskins campaign, though I'm also tempted to start a Warriors of Chaos or Empire campaign on hard. Either way, I'll find out soon enough! ;)

Yeah, that was me explaining exactly why it's hard to push north even though my borders are secure on all sides except north, ♥♥♥♥♥♥' Skaeling and Varg forced-marching all over my territory so I haven't got any free armies to take the fight to them haha
