Yeah that's what happened to me when I moved to one side of my empire and the Orks decided to screw me on the other :(
Can confirm that it takes a large chunk of your troops (about 75%) to bring a city back. The number of troops taken seems to decrease the gold cost. With a full stack of of skeletons, my VC army was able to bring back kislev for about 1900.
Which is fine. You probably won't want to leave the baby city for the four turns it takes to replenish back up, but it was a nasty surprise since the first time it happened was when I was campaigning. Whoops.
Going to make wiping out the Dwarfs hard considering I can't occupy any of their land ...
