Keeping your population happy?

Hey everyone I'm having a problem as the empire. For the life of me I cannot figure out how to keep my population from revolting eventually. The only option I see to improve their happiness is too get rid of taxes. Is there a way to adjust taxes? What other ways can I keep my population happy?

Empire? Buildings will increase, watch for chaos and vampire corruption as both of those decrease public order, putting a lord and a sizable army inside a city also raises public order.

Once you captured a whole provice (3-4 towns depends on the province) you can set an "Commandment" When you set it to Host Festag it gives you +4 public order.

You can set Commandments at the lower left of your screen when you have a settlement selected. It's a blue shield button.

When you capture settlements, when you get invaded you will loose some public order, over time it gets better and you;ll be able to set another Commandment (for instance more tax income).

WARGGGGH! just hop one army on towns every now and then. good missions +3000 gold to raise public order , all you need to do is let it lower and then raise it back up.

Temples reduce chaos and vampiric corruption (where you can build priessts and later witch hunters) and building taverns/bars add to public order.

Either than that, lords have a skill that increase public order and certain followers also increase it. And of course if said lord has a decent army than if raises the public order as well.
