Report a translation problem
You can set Commandments at the lower left of your screen when you have a settlement selected. It's a blue shield button.
When you capture settlements, when you get invaded you will loose some public order, over time it gets better and you;ll be able to set another Commandment (for instance more tax income).
Hahaha xD
Either than that, lords have a skill that increase public order and certain followers also increase it. And of course if said lord has a decent army than if raises the public order as well.
