When you control an entire Province you can choose a Commandment to raise your taxes as well as other choices for the province. It is really worth it to control the entire Province.

A little misleading. The commandment is the same as edicts in previous games - you get some kind of bonus for controlling the province and, yes, one option is a slightly higher tax percentage. What the OP was asking was how to adjust taxes to a lower/higher state at will (a feature that is now missing that was in previous games).
