The Empire's ranged cav adds a lot of flexibility to them - Pistoliers and Outriders can both fire on the move while still being fast enough to outrun most units short of other cav or flying units (and I think the flying units would only have an advantage due to not having to worry about terrain that might slow them down - their actual speed might still be too low to catch them).
With the Dwarfs, though - their ranged infantry is still very good in melee and wear much heavier armour than their Empire counterparts.
If they end up being too focused on range however then you can quite easily go as Empire. They will play like a 'traditional' total war army meaning you can get a good mix of ranged and melee units.
