I'm NOT saying his writing is bad or his characters uninteresting. I am saying that his "world" is blandly unsustainable and not as deep in Lore as Warhammer. Also, the IP is highly protected so modding is going to be very limited in creativity.

Genesis didn't fail because it was a licensed asoiaf product - there are several other things that can be attributed to.
In case this is in doubt, both Westeros TW (especially AOPK) and the GoT mod for CK2 are fantastic, and demonstrate that the setting works excellently for both Total War and the Paradox grand strategy thing.

I am unfamiliar with CK2, any good links to check out the GoT mod. I think that's great if they pulled it off. I doubt it will work with Warhammer though, as there are too many things to change and gaps to fill because the lore is so rich and deep.

Perhaps. You said the IP is bland and unsustainable and failed as a theme, which would suggest you think it's inherently not going to work, which is why I mentioned those mods.
Genesis is an interesting curio for a strategy fan in terms of mechanics but it was a number of refinements away from holding the player base such a game needs.
Experience has taught me not to spam direct links with abandon where official eyes may be reluctantly forced to acknowledge having seen them, but both can be found on moddb. AGoT is the CK2 mod and Westeros TW the M2 mod.
Speaking of M2, this thing has played out to an extent with M2 mods, and the got/lotr ones are popular and good. Both settings offer times/places that may be arguably better for a TW game than the main narrative everybody knows (eg the age of petty kings, the earlier history of middle-earth, etc - not to mention I'd love to be able to fight for Gondolin in a mod some day)
For an official game instead of a mod either setting may suffer from the lack of technological/civil progress, which has always been something of a requirement for the TW campaign, however this game may change that and focus on other things. We'll see.
It doesn't seem very likely that the campaign would be difficult to populate for an asoiaf game.
