Report a translation problem
You have to remember, it's not just Total war, Warhammer history, is also about pure devour, conquer, rule all, destroy all. Especialy if Chaos are involved, all they do is consume any and everything.
(The Blog Post predates the announcement of the mod, just so you know.)
As busc01 said there will be a day 1 mod, but it's worth noting that the game will be designed and balanced around Regional Occupation, so that may have an effect on difficulty and game balance if playing with the mod. I'd say it's worth giving the new system a go before trying the mod, but up to you.

After all orc's and gobblins wouldn't settle in a human settlement, they would raid and sack it then move on to another and the same vice versa.
Dwarves can only live in the mountains as can the gobblins which is tied to the lore, but they can still strike out with armies all over the map if they wish from their mountain homelands.
I suppose it will keep the game challenging as well becuase the different races will still have their homelands and a military powerbase and civilian infrastructure to support/build more armies after you crush a few of them.
Yeah, does look really good.

Even with Regional Occupation on seems like there will be a good number of lands to conquer and factions to fight. Plus just because they can't conquer your human lands, doesn't mean the Orcs won't want to smash all your stuff and steal you loot.

Sorry, that's a bit off topic, but I saw earlier in the thread you said you hadn't been following the game and so thought it might help explain RO and why I'm not that concerned about it.

Straight out of the box: This is warhammer universe served into total war settings. Meaning that the warhammer universie is kinda the boss into the campaign. Meaning you CANT TAKE OVER THE ENTIRE MAP WITH 1 FACTION. Cause thats not possible in the warhammer lore.
But offcourse there is modding. CA gave Dresden early acces to make a mod, so we COULD TAKE OVER THE ENTIRE MAP WITH 1 FACTION.
So to be short: if you want to do world domination wint one faction, you'll have to download the mod from the steam workshop. I have no idea when this mod will be finished, but they are working free on it.
