Report a translation problem
The underground maps don't seem to have a light source with more of a weird ambient blue everywhere and low quality textures in comparison to the rest of the game.
They did have some early promo footage with much nicer underground maps and better lighting, so I assume that the shadows were just killing the frame rates and they had to scrap it (I believe it was in the Gyrocopter reveal video). Maybe by the time the trilogy is complete hardware will have improved and we can get that option.

I absolutely hated those too and this is highly recommended.
Its called dynamic shadows.
They shut them off in the release build because the torrent of people ♥♥♥♥♥♥♥♥ about the game not running would be too much to handle.
