How to get faction to join confederation?
Playing beastmen mini campaign and going for ultimate victory, but I still need to have a beastmen group join me. I have every single possible alliance made with this group, 90 total trust with only -1 distrust and a clearly superior hoarde yet he will still not join me?

They have to pressured from all sides. A faction will usually only confederate when they have just been defeated and are on the run. If they are powerful then they will feel like a confederation isn't in their best interest

It was a while ago but I seem to remember attacking one of the emp factions so much that I could confederate with it. You might want to save and try that

I think thats when you're attacking a settlement not a hoarde army....
I'm offering 70720 gold and they are still refusing lol, although it is a medium chance

Same deal though. If they see themselves as weak and about to be destroyed they will grasp any lifeline they can get, even if it was thrown by the people that put them there

If a faction has lost almost all of their settlements, have like only one army roaming around, no trade or income, they will join with a stronger faction as a Confederate. But all your and their allies will be angry. IIRC it will be a straight -40 diplomacy penalty for you with all your allies IF they're also your Confederate faction's allies.

Pretty sure its only with others of your race/culture. And last I checked it only lasts for five turns

I did the same thing when playing as the Beastmen. What I did was declare war when I was vastly superior and they wanted to confederate. I don't know if it was a bug when I did it or not but when I did that I didn't have to pay upkeep for the hordes I confederated with which meant by the end I had almost 15 full high valued armies and just cut a bloody swath throughout the entire map, killing everyone and Chaos along the way.

Confederations suck, especially if you are: Out of money, public order is low already, demolitions of stupid CPU territory builds, and stupid armies that would make your income in the deficit. The best time to confederate is not to be close to your enemies during the change or have really good income and well built armies, to cover your butt. If he's hruting that bad you might as well run his faction through, or fight until he submits.

I found that if it is an ally you have a military alliance with, having your top lord (my experience is as the Empire using Karl Franz) being right next to their capital with a large army for a turn makes them become green for a confederation.
