Dragon Ogres live in the Chaos Wastes, not the forests of the Old World. The only time they'd run into beastmen is during an incursion.
Lore wise, Dragon Ogres are one of the world's oldest races who traded eternal servitude for immortality when the Chaos Gods arrived.
Dragon Ogres are technically there own miniscule faction, they are also more civilized then beastmen iirc, and are an actual species and not mutated humans
Dragon Ogres, if I’m not mistaken, were around when the Old One’s first arrived and started
changing the planet to their liking. Their species predates the creation of the elves, dwarves, men and even the lizardmen. Sadly, for the Dragon Ogres, the Old Ones deemed their existence unsuitable and most of them were killed off.
To help save their species, the Dragon Ogres made a pact with Chaos for survival, and the Chaos gods kept their end but rendered them sterile in the process (seriously, never trust Tzeentch). So, they are still around, just very few in number.
So, while the Dragon Ogres are technically agents/beings of Chaos, their origin is not of Chaos like the Beastmen.
beastmen are crowding the wastes : they are the children of chaos, just saying...
