Beastmen just enjoy a good bashing and, in the way that they revere the strong, don't always have the need to fight in a beastmen-only army, as long as someone tough enough is leading it.
That said, they are not allies ingame.
They start as neutral, both with the norscan tribes as with the chaos hordes once they spawn.
Wether you fight with them, against them or just downright ignore them is pretty much your choice, though they may declare war on you if piss them off.
If I remember correctly, beastmen victory conditions don't give a particular reason to go to war gainst Chaos, so it really is up to you how you want to handle them.

Lore wise, the only cases I remember of chaos and beastmen fighting in the same armies (though with infighting, as usual) are the chaos incursions that occur every now and then.
Smaller scale, chaos warriors do sometimes venture into the lands of man and gain "control" of a herd by killing the local leader, thus becoming the leader of a horde for a while.
After just taking a quick look at a wiki (http://warhammerfantasy.wikia.com/wiki/Beastmen), beastmen are considered part of the chaos faction, as they originate from the men inhabiting the forests, twisted by chaos once it descended onto the world, to what is known to us as beastmen.
But the Chaos gods learned that corrupted Humans are more effective then the Beastman and left them on thier own very much. They still can catch some attention from the Gods if they do some mayor slaughter but they favor the Chaos Warriors now. Thats why Archaon the ex-sigmar Priest is the Everchosen and not Malagor or some of the other Goat guys that throw thier excrements on Humans Ruins and think its an important thing to do.
Beastman are just to dumb to archieve what the Chaos Gods want. In the end times the Chaos Gods want to use the Biggest Beastman army ever exist to stop Nagash from raising and become the new God of Death. But the Vampires used some flying units like Bats to attack them always from the same side and made them a HUGE Train into a Dwarven army. (they where on the way to stop Nagash also) and wile the Beastman and Dwarves killed each other Nagash rised. Chaos warriors would have been smart enaugh to not fall in such a cheap trap. (Well maybe the Khorne Guys.. they are not that bright too)
