I guess its ment to be that way to perhaps speed up the game or something from certain point in the game but its definitely different than chaos horde. Because when you actually destroy chaos, they will never appear again. (when you killed their armies, game would tell you that you survived but there will be another wave of them coming and their "faction" still stayed in the game, in the diplomacy etc. But the savage orcs are destroyed officialy, but they keep coming. So i guess there is no way to get rid of them other than finish the game.
(which will not happen to me, because right now i am at turn 253 i think and there are still three huge factions left - me, dwarves and empire. And i have to destroy both of them, so i think that that is another 250 turns :D )
I think there is no answer to stop them. I had already achieved the long campaign victory and finished all objectives and grudges. I wanted to continue the game to see the two remaining AI players, both human, battle it out among themselves as I watched so I was speed clicking through the turns and the Orc horde was a very common occurrence.
It's just a feature to make the game have something a little different and unpredictable even if it actually becomes very predictable. Find the spot they spawn at, park an army there, and terminate them when they appear.
