By the way: While marching armies do reinforce, they enter the battle tired (or at least with a lot less vigour) and won't get better than that for the whole fight, making them weaker in all respects. This doesn't always work out badly, but it can tip the scales when going against a relatively equal but fresh force.
That should work, especially if you can see the arrow. You don't have lightning strike activated in the pre-battle screen, do you?
This one's just in case, but I think you already know: A reinforcing army isn't on the field right from the start, but will start marching on once the battle's commenced. You can see where it's going to come in during the set-up phase.
I didn't launch battle, but usually when getting reinforced you see on your part of the pre-battle screen, the portaits of both armies' leader. Here I just see my attacking army so I suppose that if I launch battle I won't get reinforced.
Lightning strike is a skill that every lord can unlock on the blue line of skills. It disables reinforcements for both armies, and you can opt to activate or deactivate it in the pre-battle screen. But since you didn't know what it was, it probably isn't the source of your problem. ;)
Perhaps you really weren't close enough (though I doubt it). Did you know that a city's zone of control vanishes when it's under siege, allowing you to get closer with a second army?
