(Noob Question) How Do I build a boat?

Hey, so I am pretty new to the total war series, and I really need to construct a boat to raid the chaos ports.

So..yeah..Anyone know how to create a ship?

hmm I tried that in Nordland (as Empire) But it only made the route all the way through land, but will keep on trying xD!

Actually it just has to be a beach or shore, just look over the terrain and find the gaps in the cliffs (which you can't launch boats from for reasons that should be obvious).
