confederation or vassal

Can someeone explain the relationship between these options? I know what the difference is but I dont seem to ever be offered both as options. Im currently playing as Greenskins and I have either destroyed or confedarated all tribes apart from top knots. Im late in the game and have just destroyed the everchosen but am still going after the last few dwarf holds. My problem is that if the Beorling threat to the souuth ever gets enough to worry the top knots ( not likely at this rate!) I wouuld much rather get them to join confedaration than just get them to become my vassal but its just never there as a diplomatic option while vassalisation is always there in red.
Am I doing something wrong or missing somethihng about this mechanic?

The Greenskins cannot confederate with the Top Knotz because thery are different "races"...Orcs vs Savage Orcs. This is why the option for a confederation does not appear.

You're better off confederating, always. Vassals have free will and a nasty hobbit of trying to kill you after a while. Confederation means that you conqour them all the faster.
