If ou don't have enough movement points to actually reach the city in that turn, you won't be able to move past their zone of control either.
If you have enough movement to get to the city outright then the zone of control won't matter. It can be really annoying.
IIRC, since Empire: TW, prior to that (Rome 1, Medieval 2) the map was 2D in it's construction, and thus you had to have enough movement to besiege the city - if you were just one movement point shy you sat directly outside; and reinforcements were only available if they occupied a tile (Any of the eight) that encircle the city in question, or any of the 5 surrounding the attacking army.
Woah, it has been like 3 years since I said anything here. Alright, but campaign zone of control did exist in previous total wars. But it was different and not like Warhammer and such.
