Then, you can extract those specific folders from the db and make your own mod. I made my own beastmen mod for example, all the basic beastmen units like the Gors ran at 50 speed+any buffs I might have on them.
I can't quite remember how to extract things though. I wanted to do it last night but couldn't remember how. But yeah, use other mods as your baseline, they will show you the correct folders/files that need to be modded. For example to change the speed of something, or how fast it charges or when it charges etc, you'll need to go into the battle_entities_table.
Its all quite complex, and if nobody answers here, maybe try adding one of the modders you like and hope they accept and can stand answering a few questions from you.
Its extremely simple, like I said. You need to dl a mod for tw warhammer that adds UNITS. Or, one that changes the stats of existing ones, like a balance mod or something. Just go in the workshop and download some mods dude, that part is literally as easy as using your eyes and clicking.
Once you have subscribed to the mod and assuming you've set up the packfile editor, the mod should show up in the available mods you can open. Open one of them up, and you should see the files the modder needed to access to change what he wanted. Most basic way to practice is to say... Download a mod you like such as one of the glory mods for the races. Open it up, start changing around the unit values and then go in game to confirm the changes you made are there.
There are also tutorial videos on how to do all of this online, that could explain this stuff far better than me. I'm not a modder nor would I consider myself in any way competant with the packfile manager.
If you are trying to mod a game that is NOT Total War Warhammer, than I'm not sure how to help you, sorry.
