Exactly this.
Having just finished a campaign as Wurzag, I think people are better off being Greenskins and trying to confederate the Wurzag and Scarsnik into their roster of generals. However, if you've already played the campaigns through and want some variety, it's nice to have two 'new' factions to start as.
However, playing as Grimgore or Skarsnik and confederating w/ Wurrzag you actually get a 30% increased Upkeep Cost to Savage Orcs in his army.
