CoH2 isn't banned in Russia at any rate.
The problem here is that the developer himself has blocked access to the games.

Have you got proof that CA games aren't sold in Russia? I can't find anything about it. And "banned" ≠ not sold. Plus all three games have Russian language support. Are you going to tell me that isnt for the largest Russian speaking population in the world now?
Steam is essentially banned in China. You haven't read about what the Chinese Steam platform actually is clearly. There's heaps of mainland Chinese who use VPNs to access global Steam. Valve clearly doesn't give a ♥♥♥♥ about it so why should this be the exception?
