If use a VPN whilst creating a new Steam account that you register in another country that hasn't sanctioned Russia and doesn't use a sanctioned currency (so not Euros, dollars, Yen etc) it should work. You might have to get creative with a billing address and whatever payment transfer system (so not Visa or Mastercard for example) to use however. It's doable.

Using a VPN to create a new account in China that uses RMB (Remninbi) or in Thailand with Baht for example and using a non sanctioned payment system like UnionPay should technically work.

Well UnionPay isn't going to issue new cards to Russians in order to avoid any sanctions backlash it appears.

Um...there might be another option out there? Maybe try India?

Yes. CA games are currently not sold in Russia, and using VPNs to bypass regional restrictions is against the rules. You brought up China, but Steam isn't even banned in China...

Have you got proof that CA games aren't sold in Russia? I can't find anything about it. And "banned" ≠ not sold. Plus all three games have Russian language support. Are you going to tell me that isnt for the largest Russian speaking population in the world now?

Steam is essentially banned in China. You haven't read about what the Chinese Steam platform actually is clearly. There's heaps of mainland Chinese who use VPNs to access global Steam. Valve clearly doesn't give a ♥♥♥♥ about it so why should this be the exception?
