You can however override that but manually clicking on an enemy.

actually this happens on alot of ranged units.
i had archers with alot of ammo stopped firing and stood still despite there are chaos chosens holding off a large green horde
is it a bug though?
Worst I did, was
I had a line of Muskets trained at my enemies charging from afar...
Then I had my infantry to rush forward through their units... and realized the mistake i was about to make, i try to have them run back but it was too late.
