Yea man, absolutely.
As Necrons are 40K and this is Fantasy, I would say no.

There will be the tomb kings as a DLC which are not the same thing as they are more neutral than aggressive like the necrons are but they are the fantasy equivalent.
I have about 150 hours in as the Vampire Counts, and I preferred Kemmler as my starting Lord before Krell. Why? Cheap raise dead and necromancer buffs are very helpful early on. Kemmler also gets skeleton buffs on the first tier of his middle path (unlike, for example, Isabella). He is a good general for starting units and spending his points on buffs for the starting units, such as skeletons, is not something that one would want to do for Mannfred. I use necromancers heavily to reduce contruction costs and boost building revenue. Getting two extra ranks on newly recruited necromancers immediately reduces building costs and boosts revenue.
With Krell, Kemmler becomes THE starting Lord for Vampire Counts. There is no other good choice.
Speaking of which, are there any mods that allow summons in full 20 unit armies?
Bring a unit of Bats. Send them at the enemy artillary, missile cav, flank or whatever. They'll last all of a minute but they might pull some enemy units out of position (I often do this with Zombies when the enemy is getting reinforced). After the Bats die, summon Krell. The Bats are ultra cheap to replace. Later on, if you research the tech line that adds to the creature unit skill levels take Dire Wolves instead.
The only race that even remotely resembles the Necrons are the Tomb Kings, but nobody knows when they're coming out.
