I'm not a huge Potterhead, but I'm kinda leaning towards Grindelwald, at least when it comes to a comparison between him and Voldemort, because as you said, Grindelwald did a lot of stuff before Voldemort was even born, and laughed at him like he was a chump. Don't get me wrong, Voldemort was a super bad guy who was saturated in dark magic, but I feel that Grindelwald was the one who laid the foundations, and was the more influential (maybe even stronger) of the two, at least in his prime.

A Lord of Change is a greater demon of Tzeentch, and these Greater Demons of Tzeentch, despite already possessing tremendous power, have the greatest control over magic and its winds. Note, they wouldn't be able to defeat the other lords in a test of physical strength, but they'll rek any mortal without effort. They are also gifted with the ability to see into the future and the past and, only if Tzeentch wills it, will not fail in dodging and/or predicting attacks. They're extremely cunning and crafty and are more than capable of using their powers to warp and twist the minds of those around them or simply turning them into chaos spawn.
Only the strongest of the Slaan Mage Priests can hope to match them in a battle of sorcery. Most of the strongest mortal wizards don't even come close to the magical power of a Lord of Change. They're raw chaotic magic given form, and therefore control the winds of magic on a personal level no other wizard could hope to achieve.
So yea, my vote goes to the LoC.
Grindelwald wants to conquer the world and rule non-magical people and magical people with a council of wise old wizards and witches. Albus believed in that...
